Governance


UNIK is a private University owned by a National Non-Governmental Organization, “University of Kibungo (UNIK) Association.” UNIK Association is registered by the Rwanda Governance Board (RGB) and it has the Legal Personality No. 03/11 issued by MINIJUST on 27/01/2009. The General Assembly of the UNIK Association is the supreme decision-making organ, and its responsibilities are stated in the internal regulations. The Legal Representative of the UNIK General Assembly is Mr. Faustin MUSARE

The General Assembly delegates management powers to the Chancellor and to the University Council and it appoints members of the University Council. The University Council is the highest managerial organ of the University. The Chancellor is responsible for presiding over the academic year opening ceremonies, graduation ceremonies and awarding of other merit titles. The Chancellor may also attend other events or meetings when appropriate. The Chancellor of UNIK is Mgr. KAMBANDA Antoine, a Bishop of the Catholic Diocese of Kibungo.

The University Council’s composition, functioning, duties and responsibilities are determined by the law governing higher education in Rwanda (Organic Law N°01/2017/OL of 31/01/2017) and UNIK Internal Regulations. UNIK Council meets normally on a quarterly basis to make decisions and to monitor their implementation by the Senior Management. The Chairman of the UNIK Council is Honorable NKUSI Juvenal, the former Member of the Rwandan Chamber of Parliament who was the Chair of the Public Accounts Committee (PAC) in the Chamber of Deputies from 2013 to 2018.

The office of the Vice-Chancellor is responsible for the following:

  • Coordination of daily activities of UNIK
  • Implementation of instructions and decisions of the Council of UNIK
  • Representing UNIK and publicizing its activities
  • Preparation of UNIK’s action plan and budget, and submission to the UNIK Council for adoption and approval.

The Vice-Chancellor of UNIK is Professor Egide KARURANGA GAHIMA. The Academic Senate is the highest decision-making organ in academic matters. Its composition, functioning, duties and responsibilities are determined by the Law governing higher education in Rwanda and UNIK’s internal regulations. The Academic Senate holds its meetings normally on a quarterly basis, makes decisions and monitors their implementation by all academic services. 

The Senior Management is an advisory body to the Office of the Vice Chancellor. The Senior Management Committee is in charge of advising the Office of the Vice Chancellor of UNIK on academic affairs, education, planning, financial management, property and administration of an institution of higher learning. Its composition, functioning, duties and responsibilities are determined by the law governing higher education in Rwanda and the UNIK Internal regulations. Senior Management holds its meetings normally on a weekly basis, and it is sometimes extended to a management meeting which is comprised of heads of services in the University in order to follow up and monitor the implementation of decisions made by higher organs. 

At lower managerial levels, there are Faculty or Centre Councils and Department Councils. Their composition, functioning, duties and responsibilities are determined by the Law governing higher education in Rwanda and the internal regulations. Faculty councils hold meetings on a regular basis in order to plan, monitor and evaluate academic activities. Other administrative and support services operate in service meetings which establish plans, monitor their implementation, and evaluate results.
